Chairman Pearson called the meeting to order at 7:02 p.m.

A.      Meeting Minutes:

Motion:  A motion was made by J. O’Connell and seconded by J. Weis to approve the minutes of December 21, 2011 as written.  The motion passed unanimously.

B.      191 & 193 Scotland Road – ANR:

Richard Williams of Williams & Sparages appeared before the Board to request endorsement of an ANR plan showing a lot line change between 191 and 193 Scotland Road.  This change regularizes the boundary between the two lots.

Motion:  A motion was made by D. Powell and seconded by J. O’Connell to endorse as Approval Not Required the plan entitled “Plan of Land in Newbury, MA” for property at 191 and 193 Scotland Road, prepared by Williams & Sparages for Scotland Road LLC, dated December 19, 2011.  The motion passed unanimously.

C.      Proposed Zoning Amendments:

1.      Parker River Marine District:  Residents and business owners of properties in the existing Industrial District along the south bank of the Parker River at Route 1A were present to meet with the Board regarding the proposed change of this district to a new zoning district to be called the Parker River Marine District.  They expressed concern that the proposed allowed uses did not accommodate the activities currently being conducted by the various businesses and would unduly limit what they could do with their properties.  The Board pointed out that several of the existing business uses are actually not allowed under the current regulations for that district and that, while these uses are “grandfathered,” the proposed changes are intended to recognize the business activities that are being conducted and increase the number of uses that are allowed in the district.

The list of uses was reviewed and changes were proposed.  The residents and business owners also suggested changes to the boundaries of the district.  The Board will revise the list of uses and send a new draft out for review.  

2.      Accessory Apartments:  The Board reviewed the revised draft of proposed revisions to the Accessory Apartment by-law.  Additional changes will be incorporated into a revised draft.


3.      Use Tables:  The Board reviewed the master table of use regulations for all zoning districts except Commercial Highway and Commercial Highway A, which will be reviewed at an interim meeting to be held on January 11 at 10:30 a.m.

On a motion made by J. O’Connell and seconded by D. Powell, the meeting was adjourned at 11:08 p.m.
